Toby Irving

Director

Toby is an experienced consulting director with extensive experience in applying technical, analytical and wider consulting skills to solve complex problems and deliver change.

At PPL, Toby leads the Evidence Based Change practice and has led on a range of projects using data analytics to support the development and improvement of health and social care organisations and services.

Toby’s core areas of expertise include health economics, financial and activity modelling, capacity and demand management.  As part of the Isle of Man Government Review of the Health and Care System led by Sir Jonathan Michael, which aimed to provide a modern, fit for purpose health and social care system for the island, Toby led the demand, capacity, workforce and cost modelling assessing the future need and expenditure on health and care services across the Island.

Working with Nesta, the Health Foundation and NHS England’s Finance team, Toby led the design and development of the economic toolkit for commissioners to model impact of new models of care.  He also led the analytics work behind the ‘Total Transformation of care and support, creating the five year forward view for social care’ paper published by the Social Care Institute for Excellence (SCIE) in March 2017 and the development of activity and spend baselines to support Adult Social Care transformation for Greater Manchester.

Prior to joining PPL, Toby spent five years at FTI Consulting’s Economic and Financial Consulting practice including in healthcare and technology sectors.  He started his career as an Economic Consultant with Oxford Economics.

Toby holds a BSc (Hons) in Geography & Economics from the London School of Economics and has passed all three levels of the CFA programme.  He is a PRINCE2 Project Management Certified Practitioner, and a recipient of the Chartered Management Consultant (ChMC) Award from the Chartered Management Institute.
