Dr Julia Simon

Julia joined the NHS in 2004 on the general management training scheme after a first career as a philosophy lecturer and researcher. She was part of the small team that set up CCGs in 2012, and has worked in national commissioning policy and strategy since then, most recently as head of NHS England’s Commissioning Policy Unit and the national programme director for the co-commissioning of primary care. In these roles, Julia has worked extensively with CGG leads and GPs on the co-design of national policy, including the co-commissioning of primary care, the first CCG assurance framework, the guidance on the management of conflicts of interests, and commissioning strategy, including aspects of New Care Models policy. She went freelance in October 2016, and has since then supported commissioners, STPs, and emerging accountable care organisations. Julia holds a BA, MA and PhD in philosophy and an MSc in healthcare management and leadership.
